be good enough to let us have the names you

had in mind indicating whether the people

concerned would be likely to be best in a

purely advisory capacity or as head of a

department and whether they are

"bright young men" or "elder statesmen";

we should normally I think hope to attain

the services of someone with both theoretical

and practical experience.
